this is a holding post for a link to an important 2005 investigative report by the LATimes.

It may be useful background to that case in Sonoma where the county separated an elderly couple, sold all their goods, and put them into different nursing homes.

The report In short:
if a conservator could declare a person (generally happened to the elderly) incompetent, the conservator had free reign to take over that person's life, separating them from family, friends, and money.  The person would be caught in a Catch-22 where they'd have to beg the conservator for money to fight against the conservator.
