Hey now there's an idea. Nine gives her back her memories and reunites her with Ten so she can slap the hell out of him for both the mind - wipe in the first place and to get him out of the sulky mood he's currently in.
*lol* Except that, as this is part of my Nightmares and Daydreams series, there never was a mind-wipe as the events of S4 ended after the adventures in the Library. The TARDIS managed things (Doctor wump) to keep them from Midnight and Shan Shen.
However the idea is brilliant in principal and I may write a story unrelated to this one where that happens anyway because it would be a heap of fun!

Going on the theory of parallel timelines that was discussed in the comments of the last part, this timeline's Nine could accidentally stumble upon a post JE Donna and decide to recipercate the kindness her parllel did for him. Thus giving her back her memories and reuniting her with a sulky Ten.
I never did buy the RotC/AoS explanation that there were no parallel counterparts of the Time Lords. Afterall, the Doctor doesn't really know what effect the end of the Time War had on the universe as a whole :-)
Hmm, definitely a possibility. (I have to admit that I had a mental image of Ten being sulky because Nine had reunited them, not because she wasn't there, which made me laugh.)
I don't recall anything in RotC/AoS that stated there were not parallel counterparts. I assumed that the Doctor would know better than to go looking for them, and perhaps the counterparts would sense his presence and know to stay away. But yes, there's definitely a chance of parallel worlds working in that sort of way. I shall have to think some more...

I'll have to find the episode and look again, but I do believe he mentions that there are no parallel Time Lord Counterparts at the beginning of Rise of the Cybermen, when he, Rose, and Mickey first arrive on Pete's World. Something about there having not being a need to since the Time Lords could cross parallel dimensions all the time when they were around. Always thought that was a bit bull, but anyways.

The walls of reality closed, the worlds were sealed. Everything became that bit less kind. Because I don't get that impression, but you might have a different take on things.

Still, not much Rose in the story I'm now planning. (Okay, just a mention, and no real jealousy. I've done enough of that in other fics.)
I haven't seen the confidential for that ep, but I also disagree with him and this story will indeed have parallel Ten and Donna to go with 'normal' Nine. No idea how Nine will have got there, but I'll work something out... (I'm frankly appalled at how quickly this story is forming itself in my mind!)
Hm.... She didn't seem jealous of Donna in Turn Left through Journey's End, but then again Season One Rose didn't find out about regeneration until it actually happened *smacks daft Nine for that* so there is that need to have her 'out of the way' so to speak if your wanting to preserve that much continuty.
Ah, but the Doctor wasn't around then, was he? I think that makes all the difference.
And I firmly believe there should be a manual for companions. I'm half-tempted to write one. Later. Much, much later.
