and then as you grab hints they can maybe be slotted into each other to create a mission? Like if you already have a medium rank piece of gang related intel you can combine it with a gang location intel to create a POI on the map. But how would this work with discovering hidden events that are already determined? Like if area 1 has a drug consumption rate of 5 and adjacent area 2 has a drug production rate of 15, a hidden drug deal event is created and then the info from that event + any other current events would become the pool of intel choices. But that would mean your intel would have to expire in some way (once the actual event that created it has passed without the intel being consumed), or maybe not?

I know I'm overthinking it.
