Shifter Fic

I haven't actually written anything coherent on this but I keep playing with the outline
1. Shifters are feared and either outlawed or required to live under restrictions in many countries.
2. A medical treatment is designed to discover ‘hidden’ shifters but it activates dormant genes and turns regular humans into shifters
3. At first it is cops and intelligence and governments types that are ‘tested’
4. Tony DiNozzo is tested and turned into a shifter, along with others who ‘failed’ the test he is moved into a detention center
5. School children are tested. When several loosely related children in a small Montana town are turned into Shifters while their totally human parents aren’t the truth comes out.
6. Tony and several other people who are still ‘stuck’ in their wolf forms are secretly moved to a secret facility where they are used in experiments to figure out how to change humans back and find a way to improve the treatment.
7. Several Marines are at the illegal facility that Tony is in and it is raided by NCIS to rescue them
8. No one knows who Tony is
9. Before NCIS raided the facility Gibbs was undercover there, he was discovered to be passing information along to an outside source and was locked in with Tony who had attacked several personnel to defend others in the past.
10. Injured Tony tries to hide from Gibbs who gains Tony’s trust, Tony is shot saving Gibbs life when the man in charge tries to shoot Gibbs when the facility is raided.
11. With many LEO’s stuck in shifter form until they learn to control it PD’s begin offering them K-9 type jobs. Tony won’t leave Gibbs’s side because he has taken him as his Alpha so instead of returning to Philly Tony starts at Baltimore.
12. Tony works at Baltimore 2 days on, 4 days off. On his off days he lives with Gibbs and tries to recover. After one and a half years Tony can resume his human form. He stays with Baltimore but begins paperwork to get hired by NCIS
13. Tony had stopped by NCIS a lot while still a wolf. Having saved Gibbs and made himself popular among the agents and support personnel makes NCIS very shifter friendly. NCIS employees won’t listen to trash talk about Shifters but also won’t talk about what happened to Tony with outsiders.
14. Kate reacts badly when she finds out later that her coworker is a shifter
15. Tony has lots of one night stands but truly only has eyes for his “Alpha” Gibbs

This sounds like a whole lot of fun. Would you want to write the plot about Gibbs' undercover position and the NCIS raid or would you want to write the plot about some other shifter-related case at NCIS after Kate is involved and have her discover the backstory?

I was planning on starting with Gibbs's undercover mission, then having a few shorts chapters showing Tony's time stuck, and then have Kate join and use that to reveal some of Tony's backstory. Very long and complicated probably. I have a lot of ideas it's just getting started is the tough part LOL

Yeah, the curse of the blank page. Only one way to get over it: start somewhere and start typing. Even if it's all awful and will be cut out later, it gets rid of that first blank page issue.
