Dear downstairs neighbor,
While I hate to be the proverbial crotchety old lady hitting the ceiling with a broom, I would greatly appreciate it if you could keep the noise levels down after 1 or 2 am. I frequently work both weekends and holidays and was unable to get any sleep last night, as you were talking very loudly until after 6 am. Even though you were outside, the noise still traveled in through the windows. As a common courtesy, we try to keep our noise levels down for you, and I would appreciate it if you would do the same.

This is the neighbor who asked us to stop playing Rock Band at 1 am one time, because their girlfriend was trying to sleep. I'm thinking of printing this out and leaving it at their door. Too passive aggressive?
