If the poem you quote is anything to go by then I would love this book as a dip and dip again book. You're right about books set in Latvia. The only one I know is by Joan Lingard and is for children about children being forced to fell as refugees.

Yes, the Latvian refugee story has, unfortunately, dominated the Lativian-in-translation niche. I think Dalkey Press has yet another one coming out this fall. I had a chance to review it and passed because I didn't think I could come at the book with fresh eyes and heart. The publihsers of Strange Harbors has a new anthology due out soon and my editor has promised me a copy. I'll blog about it when it arrives. BTW ... Your Shakespeare Studies coursework sounds wonderful. I'm back at school myself (obtaining a teacher credential so I can teach High School English.) Rather than making me feel old, sitting in classes with 20-somethings makes me feel less removed from and a little gentler in my recriminations of my 20-something self.
