That's what makes it so touching, I think; from the details visible, it doesn't look like the fellow has an easy time of it, but he's got a leash and collar and vaccination tags for his dog.
My contact with the dogs/owners is pretty random, but given the situation here in the city, a certain number are going to be homeless or at least panhandling situations. My feeling thus far is that those people are very good at taking care of their dogs to the best extent they can. Of course, it's probably a mutual situation since the animals may be the only real friends they have at this point.
