I live in a one bedroom apartment in a 4 unit building. It's a 2-up 2-down sort of a situation. I live in a second floor unit. There's absolutely no soundproofing, but other than that it's a nice place to live.
Last night I came home to a letter from my neighbors asking me to sign a letter saying that I'm OK with them getting a Jack Russell puppy. You see, my landlord's pet policy is that he only allows dogs in the down stairs units because they have direct access to the outside. The upstairs units have to use one of two shared stairways that run between the apartments. He told me when I previously inquired into the pet policy that he does this because the dogs make too much noise going up and down the stairs. I suspect that he said he'd give permission if the other tenants of the building agreed. I feel like I have some power in the situation over whether or not my neighbors can get a dog with the landlord's blessing.
So here's my question, should I exercise that power? I really am concerned about being disturbed by the noise. Did I mention it's a jack russell puppy in a building with no soundproofing? Am I being overly concerned?
Dog owners, is there some sort of training that can help control the dog's behavior and barking? I'm really concerned about an energetic puppy locked up in a 700 sq.ft. apartment all day. What can I ask them to do in this situation? I guess I'm not against them getting a dog if they are able to control it, but I have my doubts about my neighbors' ability to do that.
Any thoughts on what I should be asking for?
