Sometimes repotting can help because the soil is used up, or the space for the roots to grow in has run out.

With some diseases that affect plans, it's pretty bitchy... This stuff can even persist in offspring, in soil, lying dormant for some or a longer amount of time, and then, if the proper conditions meet, suddenly the disease shows up again.
