It isn't like you unconditionally have to connect the two and make them dependent on each other.
Another thing that comes up to me, which I have thought about: Even the way police is run in your country actually still is the same kind of system like back in the 18th adn 19th century.
During those time episodes, it may have been okay and not better realizable than to have your local law enforcer (sheriff) which can fully operate on its own.
But in the modern days, where cars had been invented and information exchange can happen way more quickly (even in the most rural area, they have a telephone at least), this can be designed way more effectively.
If not to speak: A more centralized control over the single police departments and about the education future police officers undergo before they hit the street is practically well-doable.
This isn't the age of the stagecoach anymore.
So, that makes it even the more: Don't defund the police, reform the police.
Make the structure how police operates and how officers are educated before they gain any authority arrive in the 21st century in the US.
