There's that, but I also think the Biden campaign wants to preserve "plausible deniability" in which Mr. Biden can look directly into the camera and say, "I've never proposed raising taxes". There are no "fingerprints".

Published things make you attackable if people don't like it.
If there's only a cloud surrounding you, you can still do the same tactics like Trump - bending like fuck, whatever suits a positive public resonance, and claiming "I never said that".
