Trust had always been something ever important to Steve. He'd trusted his men, Bucky, during the war. He'd trusted his President, to take care of his country. He'd trusted in Nick Fury, when he dug him out of the ice and told him that they'd won, that it was all going to be okay. He'd trusted in the Avengers. In Tony above all else.
He'd held all his faith in Tony, was sure if there was one person he would be able to count on for the rest of his life, it would be Tony Stark.
But after the Registration... Tony had changed. He did things Steve could never imagined Tony doing, putting lives in harm's way needlessly. Lives that were lost.
He lied to Peter, nearly got Mary-Jane and May killed. He exposed himself, and that got Happy killed. Steve was sure Pepper would never forgive him. He cloned Thor, and Bill paid the price for that.
He'd had Steve arrested, and set the stage for Steve's own apparent death (He wished he had died sometimes, living while falling through moments in time... it had been worse then any after life.), unknowingly of course, but he'd still played a role.
And during this whole ordeal, all Steve could think was
"I just want my friend back."
Because by the end of it, Steve didn't even care about registration, or the government, or privacy, or any of it. He just wanted to be able to trust his friend again, to have faith in the one person who knew him best.
So yes, a trustworthy partner was something Steve valued. Perhaps above all else.
Steve's own voice speaks to his sad smile, the dream has made him nostalgic, wistful. He misses those days, when he and Tony were nothing but the closest of friends. Not the enemies they became.]
Yes, I think so. I don't think life can be lived without some one at your back, you watching theirs as they watch yours.
