He wants to say and believe for sure that it won't turn out like that, but he can't, because he doesn't know. For once (not that it's the first either), he doesn't know. And he doesn't know what's actually the best turn-out either. Maybe it would be best if the 14th took over, but he doesn't know the 14th enough. That's the problem.
His opinions are selfish. Not that he really cares. But they're selfish, very selfish. He would rather a big amount of people died because of a drawn-out war that might have been able to be stopped if the 14th had taken over than have that actually happening. 14th actually taking over Allen... He doesn't want that.
