Judging from the network, it appears that there were at least three deaths, and two or three taken hostage. But there may very well be more that haven't made it to the network.

What would you have me do, Hatake Kakashi? [He isn't making polite conversation, asking how he could possibly help. He already knows. Kakashi wants his sword, or he'd never ask for him. This is a demand to know what Kakashi himself is doing.]

It is clear that we have functioned for too long without any kind of organization. I had thought that we could continue on without such a thing. But given recent circumstances, it's become evident that we need to create some kind of centralized system of power. Some kind of force to protect "Other-Worlders" like ourselves.

It's not so easy when one talks of 'leading teams' and 'carrying out dangerous missions'. He studies Kakashi, his seriousness. He listens to his words, looking for something to pick apart.
But all that he says is true. They do, at the very least, need to protect themselves.]
