totally concur reading if you're writing (with the same caveats as you said). i think it's even more pertinent if you're hosting a challenge or something. OF COURSE it'll not be right that second! but...eventually? otherwise, why are you hosting it? for instance, wendy does an amazing job being involved in the writers of big bang. and kudos to all those mods who do that as well.

I do agree about challenges! Though I think I'm hit-or-miss on this in terms of my own ability to do so. Like, I definitely read all the summergens, and I try to read everything on the hoodie_time memes I host. But that ain't always in the cards, and I can respect that. Like Wendy, clearly, she can't read ALL the BBs because THAT WOULD BE PURE MADNESS. But she's also definitely around!! I don't know her very well at all, but even I can tell that. And that's awesome!

I try to leave a comment on everything I read through to the end, because a) the author deserves it, and b) I know how lovely it is to get a comment on my own stuff.
I re-read my own fics too - it's an interesting exercise to leave it a few days after posting then read it through again. I often find elements I like, don't like, wish I could improve. Hopefully that then feeds through into the next story...

Your feelings on comments are my feelings on comments, though from the sounds of it I think you leave better ones than I do. I actually enjoy comment writing and letting people know what strong image/feeling/moment they left me with, it feels like a brief connection through fic and I always value it.
And agreed on people who specifically say that they don't read fic because they don't think there's anything good by anyone else. There's something deeply offputting about it - I adore writing fic, but I also love watching that creating process that other people do (also why I like reading writing meta type stuff).

And yeah, I have (probably unnecessarily) strong feelings about the "duty" to read (if "duty to read" can also mean "privilege to read"), if you're going to write. Because idk, we're in this together? In the same way that we're in this together with canon, the rest of fandom is also a Thing That Exists.
And man, it just takes a lot of douchebag balls to straight up come out and say that nothing in this WIDE, VAST, DENSELY POPULATED INTERNET suits your tastes, ahaha. Not looking hard enough! :\
