I agree with Sci's suggestion: given the evidence that the site is systematically not honouring its obligations, I think you should immediately consider legal action. I would go to your local Citizen's Advice Bureau.

And thank heavens the owner appears to be in England.

Edit: whois lists the registrant of wargamingworld.co.uk as, and I quote, "Chris from Fuchs Oils LOL". Which really doesn't bode well for his intentions when he was setting up the site.
