I don't take what he says seriously(although some do), but I do take him seriously. Here's a spectrum of Christians and how he fits into it.

-Christian Progressives: Those championing reform of their religion, such as by accepting gays, and doing ecumenical work(both of which Jack T. Chick hates, as he believes that the latter will result in the Catholic Church ruling the world).
-Christian Moderates:Those typically in between progressives and conservatives.
-Christian Conservatives: Jack T. Chick, who is able to criticize less zealous Christians and those with whom he disagrees, without getting much criticism apart from those who are critical of people outside their religion or fundamentalists in general.
-Christian Fundamentalists: Those who are typically beyond most social acceptance, as in the case of Westboro "God Hates Fags" Baptist Church, which is largely reviled outside of its members.
-Christian Satire: Landover Baptist, which, as some may know, is not a real church.

Despite the ridiculousness of Jack T. Chick's beliefs, he occupies an "acceptable" place on the spectrum, and as such, most people don't dismiss him out of hand.

Additionally, some of what he says is true. The Catholic Church started the Inquisitions, even if it didn't organize the Holocaust and the coming Second Inquisition in America.

Moreover, his tracts often fall into the hands of those who know little of the subjects. For example, one who doesn't know much about Masonry may be inclined to believe that it and Christianity are mutually exclusive, when in fact, as Trict Tracts(http://skatoolaki.com/tricktracts/) says, they are not. I've actually reviewed some of Chick's more outlandish claims, and learned whether or not they are actually the case, but some people may not have the resources or capacity to do so, and as such, have their perceptions of such organizations skewed.

Finally, I'm not the only one to talk about Jack T. Chick. More than a few websites are devoted to defending, critiquing, or attacking him; I found out about him when I read a spoof of "Dark Dungeons" on PVP(Brent is expelled from a prayer meeting for having experimented with homosexuality in college, and Francis, believing that he committed suicide, joins Satanism after finding out that Cole, the one who denounced Brent, is secretly gay).
