Folly as I know the suggestion to be, it would likely be wise to avoid whatever... new version of carnival has arisen near the city. The most innocent thing here is a usually a trap, and I would think we had all learned our lesson with the last visitors. I would hope, at the very least.
It would seem best to take stock of our resources. Specifically, those that are capable of healing. It is true, we cannot force anyone to provide their service, but any skilled in the are will have my gratitude as well as the majority of the city's, as well as our protection. Coin we may not have, but the trade of services may suffice.
In addition, we have need of warm clothing for the new arrivals. And there is one who has already extended a generous offer to help in that. He needs raw material, however. We must have cloth, or hide if cloth cannot be found. We cannot be sure what the trip to the plate will yield. We may be best served scouring those buildings left empty, as well.
Much as I hate to say it, the supplies of those who have left will undoubtedly be necessary as well. Keep in mind, this is not looting. We take only what is needed. Personal items and things of sentimental value should be left in the care of their loved ones until those that have gone... Until they come back to claim them. For those that have left no loved ones behind, it may serve to keep their possessions at the police station.
Once again, until such time as they return to retrieve them. Their supplies, however, will better serve those that remain, and can be replaced when the original owner returns.
I would like a few volunteers for search parties.
Riqis, if... I had wondered if, perhaps, you would like to work on your swordplay. Or, perhaps you would, Zack. Cousin, you would do well to look to your own, and if you would not mind a few minor bruises, I would be willing to help with that. I would suggest you make the request of Naoto, but I think it best you start with more attainable goals.

All of them gone. And others.
And yet it is Wesker who returns to us. Not them. Not you.
We need you, Zelda. It is selfish, it is unfair; yet, it is the truth. I cannot guide them with half your skill. I cannot live up to you, nor Father. Come back to us. Please.
