Something I thought up of last night ... this probably suggests, more than anything that I need a life. To fill in the blanks a little, the multiverse as shown here is a constructed thing- that is, it was built and functions as a pseudo-biological organism. To wit, every single reality has lifeforms on it, and many of them, at least on the tier on which the ISD operates on, have biological organisms living on Earth that are somewhat similar to human beings. It is primarily with these that the ISD concerns itself with.
Hardly anyone who works with the ISD is aware of the entire scope and breadth of the organization, since for the most part, its operations are decentralized and they work on single realities- in fact, they usually operate under different names. The organization is so effective at hiding its operations that many of the 'heads' of local branches are not even aware that they work for the ISD.
Both the central directorate and the local branches are heavily engaged in recruiting talented individuals to the service of the organization. In many of the tiers, there exist individuals gifted with incredibly exceptional or superhuman abilities- it has been theorized that they act, in part at least, as a sort of 'immune system' in the 'organism'.
