Phoenix Gate doesn't wring any bells, but an IG/CSD crossover sounds perfect.

Pheonix Gate is a magical artifact from Gargoyles. Say a the activation incantation and be transported anywhere in time and space. Cannot be used to change history. Eventually Goliath decided that time travel caused too many headaches and threw the thing into the Time Vortex. So it's probably been ran over by the TARDIS by now.
