First off, resize your image to your desired size.

Next, I'm going to darken the lighter colours / white parts because I find them a bit too bright and darken the rest by creating a selective colour layer (layer > new adjustment layer > selective colour) with the following settings.
whites: 0, +10, +15, +60
neutrals: +5, 0, 0, +5
blacks: 0, 0, 0, +10




Now we're going to play with the colours.
Note: the settings will depend on your image.

Duplicate your background layer (layer > duplicate layer) and set the new layer to screen @ 60%.

Then create a new levels layer (layer > new adjustment layer > levels) with the following settings.
Input Levels: 40, 0.55, 240
Output Levels: 60, 220

New hue/saturation layer (layer > new adjustment layer > hue/saturation) with the following settings.
0, -60, -25

New selective colour layer (layer > new adjustment layer > selective colour) at 50% opacity with the following settings.
neutrals: -25, -10, -10, -10
blacks: +45, -5, -35, +30

New hue/saturation layer (layer > new adjustment layer > hue/saturation) with the following settings.
0, +20, 0




Go back to your background layer, duplicate it, and drag it on top of all your other layers. Set the layer to soft light with 50% opacity.
Again, go back to your background layer, duplicate it, and drag it on top of all your other layers. This time, keep the layer on normal with 20% opacity.

Next, make a new curves layer (layer > new adjustment layer > curves) with the following points (input/output).
233, 253 // 217, 232 // 164, 174




Flatten your image (layers > flatten image). After that, use the elliptical marquee tool and select an oval on your image like this.

Then feather your selection by 40px (select > feather) and invert your selection (ctrl+shift+i). Next we're gonna use a lens blur filter (filter > blur > lens blur). Use these settings .

You should get something similar to this.
Note: Don't de-select just yet!




With the same selection, create a new curves layer (layer > new adjustment layer > curves) with the following points (input/output).
150, 80
