Rick Astley himself! The parade organizers and Rick Astley. Seriously.

In 2008. he was on the float for Foster's Home for Imaginary Friends and they Rickrolled everybody!!!

I know the rickroll meme, I just think that your references to it were far too ambiguous. Suggesting that your reader "knows what you mean" in writing isn't always a good idea - your audience is large and varied, so it's hard to say what any of us is really familiar with. :)
