I know we used to pull up carpet and underlay and reuse it all the time (we wus pore white trash - our new carpet was second hand, and our second hand carpet was new in another room). I think a lot depends on type of carpet - nylon carpet is notorious for stretching and needs to be relaid every now and then as it gets stretched out. Wool carpet is better put back down with the appropriate stretcher, but can be done without although you run the risk of it rucking up and wearing through quicker. We were lucky, we knew a man who was a carpet layer by trade (although he spent most his life on disability) and he'd come and do the carpet stretching for a few bucks and a crate of beer.
