Despite being similar in unexpected ways- each living selfishly to some extent, each being orphans, each cynical and jaded -the things they have in common sometimes contrive to keep them mired in mutual dislike. Their pride and stubbornness can easily put them at loggerheads, and civil conversations between them don't last long before taking a nasty, provocative turn. Even before coming to the Gardens, each magical girl operated completely differently; Mami fought for others, Kyouko primarily for herself. Mami was driven to destroy familiars out of a sense of justice and atonement, while Kyouko was content to let them grow into Witches to harvest Grief Seeds despite the danger this posed to innocent people. The contrasting attitudes and behavior as well as perspectives only exacerbate things; Mami is passive-aggressive, while Kyouko is just plain aggressive. The first drops insidious insults and fills her words with barbs; the other would rather respond with her fists. At this point, each seems content to remain little more than polar opposites; two rival veterans now with no need to compete for Grief Seeds yet so far lacking any real desire to be friends.
Mami has so far been trying to give Kyouko advice and information about the Gardens, but her own barely-hidden condescension for the rougher girl basically guarantees that Kyouko won't take her words to heart. The denial frustrates Mami greatly, to the point where her own stubbornness is brought into play and she's driven to keep trying. Yet until she changes her counterproductive methods of dealing with Kyouko, Mami's efforts will be wasted and the relationship will only sour further.
It's taken a great deal of personal hardship (and not some small swallowing of pride) to get to this point, but Mami has at last achieved the clarity and fuller understanding she needs to properly change her relationship with Kyouko. Realizing how needlessly unfair she's been in her attitude toward her former protege, Mami has humbly apologized for her condescending behavior and let go of the bitter grudge she had been holding against Kyouko since their painful falling out all that time ago. It hasn't been easy, but Mami's given her permission and encouragement for Kyouko to pursue a romantic relationship with Sayaka; all that matters now, in her eyes, is that the two of them can finally be happy here. Mami is slowly working on further improving relations with Kyouko, because even though she doesn't yet dare to really hope for it, she would like to be friends once again.
