They're not that special. Loud, crowded, dirty. The food looks good but then isn't that stellar and the games are always rigged.

Davy Back is redundantly illegal given that it's only played by outlaws in the first place but any games in which the pirates conspire against countries, civilians, or the World Government; even should they be including civilians remain illegal and civilians will get arrested alongside. There are also illegal pirate fighting rings which include using themselves as gladiators in a ring vs. other pirates or worse still: slaves against slaves. If I see anything like that here I'll arrest anyone invovled.
