I can't say. It's more of an impenetrable prison than a well-guarded one from what I can tell.
I was told that people come here through a natural process ("shifts") and that the only thing really keeping us here is the barrier around the area.

At least ~125. About the population of a normal small village. Apparently more people arrive around this time, but leave randomly.
