He brings down the totalitarian regime because he feels that its wrong.
But He did not want to implant his views of governance into the brand new era after he brought the old regime down.
But as my friend put it across so cynically, "What the hell is Amidala doing in the show?"
Just the typical Hollywood habit of inputing some traces of romance (no matter how forced it might appears) into its movies.
