Oooooooh.

Okay, so YOU MAY NOT LIKE THIS ANSWER - but in a world where NONE of the events of the book happen, I don't think Robb/Sansa would happen. (I KNOW. I KNOW. And I say this having just filled that prompt where Robb and Sansa ~*experiment*~ after coming across parental-sexy-times XD)

Because they would never be able to get past the omg-honor-our-parents-they-would-die-of-shame-we-are-Starks-not-Lannisters. I think it's their brokenness that brings them together, their need to be with someone who they absolutely know will never hurt them or betray them, who loves them absolutely when the rest of the world wishes them ill. And I don't think that brokenness happens if the events of the first book, at least, don't happen.

I do see Ned waiting a long time to betroth Sansa (because that's his BB GIRL and if it's not the king offering the crown prince he can stall pretty easily) and Robb being perfectly fine with that because no man is good enough for Sansa. And any man Sansa married would have to live up to Robb in her mind. But if they don't have that destruction that brings them over the line, I don't think they ever cross the line because HONORRRRR.
