"You look like you've been up to something you shouldn't have been," he said to See-More, standing up straight from the wall he was leaning against, and making his way to the villain.

Getting to his feet as soon as he saw the speedster, he said, "Man, it wasn't even my fault this time! This guy threw that bag at me and the police men were just arriving to the scene! Bad timing and all, right?"
Now See-More might think he's coming off as genuine; but his body language and that nervous laugh might not be showing it.

He blinks. "What was I doing? Well, I wanted to get a twisty cone so I stopped in that little 7-11 store tand asked if they had any. They didn't have any, so they gave me these directions to a snack place when -- out of NOWHERE," he flailed his arms a bit, as if to further prove his point to Kid Flash and tell a more convincing story that way (even though it was the truth, See-More never did work well under pressure/when he was nervous), "this guy runs by, hands me the bag of money, and tells me, 'It's your problem now, sucker,' and leaves me there for the coppers to catch me in his act!"

"I find it hard to believe that the guy would dump the money on you after going to all the trouble to steal it in the first place."

"Yeah, well, if it were me I woulda kept the money all to myself. All of you know 'bout how I am," he said, shamelessly. "Guy was probably wussing out when he threw the money at me. Probably a first-timer and all that."
