If it is like California, it is actually a property tax, based on the value of the car, which is why it goes down. Look to see how the fees are broken apart. The portion that changes each year may be tax deductable (it is in California).

Yes, you are correct.
I'm not sure if the registration is tax-deductable, but our $20 each contribution to the library and rodeo are.
