Ignore layers that are not highlighted and take note of the colours used.
STEP 1:
We begin with this picture.
Then we make a new layer set to color dodge at 50%.
STEP 2:
Make another new layer set to overlay also at 50%. This brightens up the picture.
STEP 3:
For the next layer, set it to color burn also at 10%. This brings the peach colour up a bit.
STEP 4:
Make another new layer set to soft light also at 10%. This brightens the picture up another little bit.
STEP 5:
You can if you want to add another layer set to lighten at 10% to colour the darker areas with which ever colour you choose. I chose red.
STEP 6:
Finally I added yet another layer set to lighten, but at 100% and drew a little squiggle. There are also squiggle brushes, but I like drawing my own. Make sure the red is not aa bright red or else it will not be translucent in certain areas.
Add a border/text/etc and you are done!
