Police in Cincinnati kill mean dog at its home (owners are away with kids at a funeral) - they taser it, and then shoot it three times. They said they had no option but to kill it.

Dog’s name: Jack, the Chihuahua.   Five pounds.

I’ve been around dogs and small animals all my life, and had to control up to 25 pound dogs when they were acting berserk.  The answer for something like this is:
  1. use a blanket or a coat, toss it over the dog without hurting it.  The idea is to immobilize the animal and keep its jaws and claws away from your skin.
  2. If you don’t feel comfortable about that, then call in animal control / SPCA and have the pros deal with the animal if you have the animal corraled.   With a five-pound Chihuahua, a large, strong box over the top of the animal would do.  You (as a cop) would call in backup on other things, as needed, so why not this?
  3. If you’re the owner, and you have an animal, and you’re going off somewhere, have a fenced-in yard that you can safely leave the animal in the first place.  These guys just left the critter outside in the open, where it could wander off.
