The use of symbols and esoteric language is typical among families that have strong ties. People who spend a lot of time around eachother can say a lot by saying very little, as they are so accustomed to what they are thinking. In this story the use of symbols is put to dramatic effect, used to emphasize the ability of those familiar with eachother to use symbols to express very specific emotions. In the story the author uses upside down exclamation points to express what is almost a whisper, something said but not heard. When the author uses silence marks it's to express when someone doesn't say anything but the other person knows exactly what they are trying to say. I know that when I'm around my best friend, if he asks me something or says anything he can know almost exactly what I am thinking just by looking at my facial expression. The more time spent around certain people, the more that your conversations become personally coded to fit the needs of that form of communication. The use of coded language also serves to build stronger ties with those familiar and close to you as the symbols become more and more complex and esoteric. The use of exclusive language brings a bond that pulls your friendship or relationship closer than before simply because of the exclusivity and inside information entailed. The implications of not saying anything to someone who knows you well can often mean more than not saying anything at all.
