It's hard to make use of this fact. For obvious reasons, people who are for lowering the income tax are quite often in favor of raising sales taxes.

beat me to it...consumption taxes in lieu of income taxes resonates pretty well on the right and even in the center

In fact, it resonates well with me. Unfortunatly, there is some disagreement about what counts as consumption and what doesn't.

I'm not sure how it is in other states, but as you well
know California Republicans have for a long time paid
homage to 'Read my lips. No new taxes (of any kind)'

But regardless of reality, it's how you spin it that matters,
e.g.

"Palin worked overtime to increase working-class Alaskans' taxes!"

This probably plays better without the adjectives:

Palin increased taxes in Alaska.
