What if the Earth Stood Still?

If the Earth stopped rotating (slowly, we hope), the eventual lack of centrifugal force would mean that the equatorial oceans, previously bulging because of that force, would flow towards the poles, creating two gigantic North and South oceans, and a 'ringworld' between them.

Looks like Berkeley would be saved, but both Cambridge's would be no more.
