Strictly speaking of space exploration rather than missile defense...
Republicans have voted plenty of times to cut NASA's budget, too. In Clinton's last year the president had to fight the cuts:

This initiative would enable NASA to save money while improving the safety for its astronauts, and enable commercial industry to better compete in the global marketplace.
