Olmert Government Apparently OK With Murder of Two Hikers

The IDF has operation plans ready and was poised to intercept the terrorists but the Olmert government refused to grant authorization. The terrorists are now being transferred to Jericho.
Where they will, of course, be surrounded by a large Palestinian civilian population, so that the Palestinians will be able to blame the Israelis if any of them die in the course of arresting the two criminals. Good going, Olmert.
Why do the Israelis tolerate Olmert's continued leadership? What do they imagine they are getting by allowing the unavenged murder of their own people?
