Having said that, the modern West is certainly the least patriarchial of all human civilizations, and possibly of all human cultures. What's more, historically the Anglosphere has been the least patriarchial part of the West; and America is one of the less patriarchial parts of the Anglosphere.
There are two reasons why the radical feminists try to identify the West as the main site of patriarchy. The first reason is that they believe that patriarchy is the key element of a system of class dominance in the Marxist sense and that, since the West and particularly America is globally-dominant, therefore America must have gained her power from and patriarchy must be strongest in America. The truth is nearly the opposite: under the conditions of a modern industrial society, patriarchy is an economic and military disadvantage rather than advantage, and the West in general and America in particular has benefitted greatly from our relative sexual equality -- which is to say weakness of the local "patriarchy".
The other reason is simply Only the West Is Real. The feminists make implicit comparison-statements like "In the modern West ..." or "In America" [negative-thing], thinking that it sounds very intellectual and anthropological, without actually comparing it to any other culture. Hence they seem very silly to anyone who actually studies world cultures and realizes the West and America are distinguished regarding women's rights by the relatively high degree or sexual equality in such cultures.
The irony of this is that the rest of the article goes on about the fabulous diversity of worldwide feminism. The writer did not realize that feminists in non-Western countries are mostly envious of how good women have it in the West, and in America, compared to in their own homelands.

I still remember the rage I felt seeing my classmates - impressionable, idealistic, lovely young women - crying as they were torn down by these women we were supposed to look up to. I remember standing in defiance and decrying what they were saying, that in order for a woman to be 'enough' in their eyes, we had to be ugly, disfigured perhaps, our faces maybe washed in acid first, before we 'qualified'. These 'feminists,' dressed in saris and that loose pajama like outfit I see on Muslim men raged at me for defying them, and condemned me as brainwashed by the patriarchy for speaking up on behalf of the beautiful - something that can't be helped as much as being born plain or with brown hair, green eyes, or with six fingers can be helped.
They were no better than the straw men they proported to condemn. I'll never forget, and it was only much later in life that I discovered that their mode of dress, their absolute refusal to look neat, was no different than a teenager's rebellion by getting tattoos and face piercings.
There's something rather pathetic about a 40+ year old teenager-wannabe, in retrospect.
Argh! I need to walk this off. I never forget how livid I was. It was like an internal volcano exploding - I still see red whenever I think about it. The dean of my college approved (thank the Gods) and said it's a shame I didn't want to attend any more of these feminist talks, and she seemed amused at how angry the feminists were, and said that if I got that eloquent when I was mad I should stay angry all the time.

Which is such a fetid pile of bullshit, it strikes me as unsurprising that, after shovelling that whole thing down their own throats and down generations of other womens', they're just as disgusting in their mindset.
