This could just be a couple having fun on holiday and it would be racist to assume otherwise without more context. However, I'm guessing you've posted this because he's a drooling sex tourist and she's an impoverished Carribean lady forced into prostitution. If so:

Yes it's exploitation, but how is her situation different from that of the ladies of the Former Eastern Block who fill the brothels of Europe?

In some places, for historical reasons, race is a mostly reliable marker for wealth. However, the exploitation is about wealth, not race.

She's no prostitute. Look at her. Look at her jewelry. Mildly expensive, but tasteful. Look at her outfit. Before I noticed the jewelry, I thought they were an athlete and her trainer.

She's also not impoverished and certainly not starving. Look at her arm. Look at her teeth. Come to think of it, just look at her eyes.

Well, when we were in Negril Bay a decade or so ago, we saw some ladies who were very nicely turned out, and seemingly cheerful and engaging, but definitely coin operated. (They were working the crowd at a Christian rock concert on the beach....)

You'll note I was careful to state that I was responding to what I *thought* lather2002 was saying, than to my own interpretation of the picture.

And note that such wealth differentials can change rapidly. There are people still alive who can remember, even personally remember, how the American forces making up the Army of Occupation in Germany and Japan could easily find what amounted to concubines from among the local female population in the late 1940's. Within a decade or two that was no longer the case, and within another decade or two, it was the Germans and Japanese who were rich compared to most of the rest of the world.

Capitalism, in fact, is inherently anti-racist, because merchants care mainly about the color of money, which is independent of its possessors. This is especially noticable in the history of segregation in the South, which was largely imposed on unwilling businesses by their more-racist surrounding communities.
