please sir, may i have some more?

In 1941 much of the naval war capacity of the USA was destroyed, by the power most likely for us to need that capacity against. In Jan 1942, FDR promised a "ramp-up" of the war effort (now against the entire Axis might) the likes of which was unheard of. One month later, the president was (as much as) promising a complete retooling of the nation's industrial infrastructure. He called in all the biggest industrial producing companies (which happened to be the auto industry, mainly) and told them what he needed. That was the carrot. He also told them that he was going to BAN new auto sales for some amount of time into the future. US new auto sales were illegal from 1942 until some time in 1944. That was the stick. FDR FORCED the US auto industry, instead of making cars, into making tanks and ships and guns and ammo, etc. There was very little resistance to this.
Can this happen now?
Is the pending crisis in the world food industry, or the world energy industry, enough impetus to make that kind of action happen again? If not, why not? Do GM foods feel more (politically) palatable?
Which way are we better off?

(as a related aside, buy Wheat.)

industry, food, politics
