Extreme circumstances aside, belonging is a state of mind. One's external environment can certainly have an effect on this, but not until or unless the mind is actually open to accepting what is available and offered.
I've often found that when I am feeling the most alienated it is because I am not accepting of what is offered and available to me, and instead wanting and expecting something unrealistic to be provided to me by another. In other words, I'm wanting someone else to do all the work of making me feel like I belong. Can't happen.
