2. Layer > New Fill Layer > Solid Color > f8c09e
Set to Saturation and 20% opacity
3. Layer > New Fill Layer > Solid Color > e6bb25
Set to Color Burn @ 25% opacity
4. Layer > New Fill Layer > Solid Color > 0a0867
Set to Color Dodge @ 65% opacity
5. Layer > New Fill Layer > Solid Color > f4eb80
Set to Soft Light @ 25% Opacity
6. Layer > New Fill Layer > Solid Color > 0a1146
Set to Color Dodge @ 80% Opacity
7. Layer > New Fill Layer > Solid Color > 73c6db
Set to Soft Light @ 30% Opacity
Layer > New Fill Layer > Solid Color > 283b48
Set to Luminosity @ 50%
9. Layer > New Fill Layer > Solid Color > 100e47
Set to Difference @ 40% Opacity
10. Layer > New Fill Layer > Solid Color > ec6ca8
Set to Luminosity @ 79% Opacity
11. Layer > New Fill Layer > Solid Color > ffc37c
Set to Color Burn @ 10% Opacity
12. Layer > New Fill Layer > Solid Color > e2cf2c
Set to Soft Light @ 20% Opacity
13. Duplicate your base. Drag it to the top. Set it to Soft Light.
14. Duplicate your Soft Light layer and leave it as it is.
15. Duplicate your Soft Light layer, set it to screen. You will probably need to adjust the opacity if you have a light image. I set mine to 32%.
16. Layer > New Fill Layer > Solid Color > 000000
Set to Soft Light @ 30% Opacity.
17. Add any other brushes/textures/text you want and you're finally done. And remember, you may have to/want to change certain steps around for a better outcome.
