I love the answer, but no. American, but you do have the music scene part right. It does fit Brian and John rather well, though.

Hmmm. I thought the lack of consummation was the tip-off. John Lennon: "it was almost a love affair, but not quite. It was never consummated. But we did have a pretty intense relationship."

I shall wait with interest to find out the correct answer...

I hadn't heard that John had said that. It's shocking how well the description fits them.

As it has been guessed, I will let you know that it was Lou Reed/Andy Warhol, who have (now I've thought about it) surprising similarities to Brian/John - singer and manager, lots of interesting speculative fodder, no reason to think they were ever together, but no reason they couldn't have been at some point. It's really amazing how close they are.

I didn't know that about Lou Reed and Andy Warhol... huh. Really I'm pretty clueless about the American music scene.

Oh yes - Lou was bi (though has since officially recanted that), Andy was gay, Lou dedicated an album to "Andy honey", Lou and John Cale (also of The Velvet Underground) wrote an entire album based on Andy after he died.

There really are an amazing amount of intense connections in music. Oddly I'd never clicked on the similarities with Brian and John to Lou and Andy until your suggestion.
