French "Protests"

I don't understand why protests like this are tolerated in any civilized society:

Hundreds of French workers, angry about proposed layoffs at a Caterpillar factory, were holding executives of the company hostage Tuesday, a spokesman for the workers said.

It is at least the third time this month that French workers threatened with cutbacks have blockaded managers in their offices to demand negotiations. Executives were released unharmed in both previous situations.

Apparently France has neither jails nor police capable of handling the situation. If I were one of the executives taken hostage, I'd tell the workers something like this:
I have called the police. They will arrive in a few minutes to arrest you. If you want to avoid prison, leave now. Regardless, do not return to work as you no longer have a job. All termination benefits have been canceled for those involved in this hostage taking.

Why would anyone tolerate this bullshit behavior?
