It was a difficult trip, to say the least. But he got his proof. Pictures, records, detailed notes, locations - the works. He sent everything to both the JLA - figuring J'onn or Batman would know what to do with them, and also to Sue at the French embassy so political pressure could be applied in turn.
He's sure Luthor will just paint all of this as an accident - except Ralph included a note to the French in particular to make sure its brought up in their own UN memos to ask if the US made any attempt to investigate the assassination attempt, or consider the Amazons protests of innocence.
Sure, it won't mean much in the U.S., but there's a lot of world that isn't the U.S., and aknowledging that fact is precisely why the Dibnys always managed to do so well with the JLE even when the rest of their team was startlingly unpopular.
Now, he's finally on his way home, feeling - conflicted. This shouldn't be able to happen. A country attacked on a whim. The heroes ignored in favor of a politician's assurances. Even a popular one. How did they get to this point?
He thinks he has some idea, but that will have to wait... for now.
