This building has security. It's not really a reason that Jesse chose it - she likes the view of Philadelphia and the big jacuzzi - but the security's nice. And the floor is high enough so that realistically only a meta could have gotten up there.
That's not in Jesse's mind as she returns from a light day at the office (it's Sunday, why not?) to prepare for dinner with Wally. Not much is on her mind as she sees the array of damange. Granted, Jesse's place is kept neat as a pin, with not much around to mark it as hers: it's not "homey". But the photographs...those are very, very dear to her.
Her keys fall to the floor, and for five minutes, ten minutes, all she can do is stare, walking through broken glass to pick up a photograph of her receiving her Master's degree, her father at her side. The photo is still in her hands when she calls the police, her voice hollow. They'll be there when they can be.
Jesse then must call the Justice League to let them know someone broke in.
"Not yet. I don't even know if it's...it could be nothing. I just figured the team should know. Can you tell the JSA and Titans for me? I should look around before the police get here. Thanks."
She sounds like the wind's been taken out of her sails.
Jesse closes her eyes. Crap. She didn't even think about that before calling the police. Ralph's definitely lower-profile. "If Elongated Man can get here, that'd be great."
Jesse switches off the communicator and dials Wally's number on her cell phone. Her gaze moves toward a picture of Wally and Jesse from the newspaper...or what's left of it.

That's out of his mouth before he registers the rest of what she said.
"Oh, drag. Any idea who?"

"Will do, babe. Big Daddy Plaz has your back on this one. You want me to ring up your man for ya, too?"
