No killing cops. Check. Killing cops was fun, but it made sense.
Keep it professional. Cam liked that.
Don't screw around with the Joker. Cam liked that even more.
Keep the rackets and the customers long term. Cool.

A camera positioded on top of the device turned in the direction of the voice.

"A good question, Mr. Mahkent. The answer may seem controversial to some of you, but I believe it to be the correct course. If Batman or his ilk interfere with business, do not get caught up in fighting him. Give our poeople time to destroy evidence or contraband if such is necessary, but do not get into a prolonged battle. With respect to all of you, you will not win. Defend yourselves, but we are not looking to kill him..yet. We must break the foundation that allows him to operate with such impunity."

If you are captured, my people will work to see to it you either released or your time in prison is comfortable. For those of you with family, stipends will be paid to them should you be unable to. However, whatever you do, tell him nothing. The Batman does not kill, the worse thing you're likely to receive is a beating. If I discover anyone talking to the Bat about operations..well Chiller has already outlined the consequences to you."

Nodding, Icicle cast a glance over the rest of the crew that had been assigned to what he informally called 'Team Smash', making sure that the words were getting through. The orders were sound and a pretty smart way to approach the Dark knight equation. Still, Batman could be freaking scary and he had certainly sent enough criminal types to long term medical care. Sometimes a serious ass-whipping was enough to make the squealers squeal. Sometimes it didn't even have to come to that. Sometimes just the threat of a Bat-Beating was enough to make lips start flapping. Cam made mental notes about the folks under him and who the weak links were.

Next question,
"What about rival organizations. Falcone's folks and the Russians too. Any standard orders there?"

"Such groups were, until recently, under the control of the Triad. As such they are likely on shaky grounds at the moment. The 100 will quickly establish itself as the dominant force in the city, however that does not mean that there is no room for others. I intend to establish a working relationship with them. So I'd prefer not to provoke a fight with any of them. However if they have balls to attack us..fuck them up."

The camera changes direction to the new voice.

"It is fortuitous you bring this up, Mr. Cheval. No, they are not of our design, but they are too valuable to be left alone. This 'Chemist Club', as they call themselves are making the drugs too potent. I'd prefer to bring them under our supervision and have them watered down. Strong, but not fatal. A quick note before I continue: There was a time were drugs were taboo to our business, but this has changed. I do have an addition. No one, and I mean no one, deals drugs to kids. Anyone who does will have their kneecaps smashed, nuts chopped off, and thrown in the river with a ball and chain around your neck. Clear?"

Whale waits for replies before he continues.

"They will be made an offer, join with us and they will receive the bulk of their earnings while kicking up protection to us. If not..well I'll let you ladies and gentlemen see to that detail. In any event, I want copies of their formulas for these drugs, THAT is the priority."

Iiiiiinteresting.
Their employer had issues around children. Good to know. It was probably a public relations thing.

Icicle pretty much considered most 'recreational' drugs as a chump's game. He Really didn't care about kids either. They didn't even make good hostages. It pissed of do-gooders too much. He mostly saw kids as incomplete adults that made noise. He was glad that Artemis wasn't interested in having kids. It's not like he had good parenting role-models anyhow.

"Point of clarification. We're defining 'kids' as minors, right? Legally speaking I mean. Just want to be sure everyone is on the same page on this."

"Yes, I hesitate to call those 18 yr. old morons out there adults, but they're certainly not kids." Even through the elctronic disguise, the voice sounded irritated. "As I said before, the cops and the capes really come down on this stuff, especially when kids are involved. I want the cops to at least be open to working with us and the capes to be less vigilant. If we can't find a way to capitalize off this crap or, then you've got my permission to torch the stuff if need be. Better to have it off the street than being dealed out by idiots."

"No, we're still a crime syndicate, not the neighborhood watch." The voice replied. "However if the police we're to receive tips on such individuals, it'd certainly not bother me. For too long organized crime has not grown in the city to fit the times. It must evolve if it to thrive."

Ooooo clever.
Build goodwill with the cops and demonstrate what a 'gentler and kinder' administration the alternative to the status quo could be. It would go a long way to ease the guilt over payoffs and kickback. Nice. Very Nice.

"They'd kindly be asked to stay out of our business. If they have legitimate reasons, perhaps cooperation. If they insist on interference..you have my permission to deal with them as you see fit."
