The Ray is flying, making good time on his patrol of the continental United States. (The scenery over Australia is a lot better, but hey, it's his week for North America.)

Suddenly he slows to a halt and hovers in mid-air;

then drops down to only a hundred feet or so above ground level, and begins burning a wide swath of ground around the perimeter of the city...
