Cartoon characters are not real people. They do not represent real people. Cartoon characters represent visually a character from imagination. As they are not real people, they do not have, or rather, need human rights in any objective sense.

Only the creator of a character holds copyrights to a created character. Cartoon characters are a property.
Anime children are not humans. Loli isn't offending or breaking human rights of children. This is also the case of any fetish, such as scat or rape of an imaginary pregnant woman.
As none of the acts are towarded to any real life person, no rights are broken.
Imaginary characters drawn on paper are not real people. They have no need for human rights.
