Hmmm...tough question.
There are quite a few RPGs out there whose cover art definitely captures the spirit of the game, but in the modern day, I would argue that the TimeWatch RPG from the folks at Pelgrane Press does the job best...
Just catches the vibe of the game so...perfectly.
